杭州市钱江新城建设管理委员会（主办方）和杭州市钱江合晟控股发展有限公司（承办方）作为征集人委托上海国际招标有限公司（征集代理）作为征集代理，就钱江新城核心区夜景提升设计项目组织开展国际方案征集活动，欢迎有兴趣参与应征的申请人参加本次征集活动。本次征集将通过公开资格预审的方式从所有申请人中择优选取5名应征人参加征集。

Entrusted by Hangzhou Qianjiang New City Construction Management Committee (Sponsor) and Hangzhou Qianjiang Hesheng Holding Development Co., Ltd. (Organizer) as the Solicitor (“Solicitor”), Shanghai International Tendering Co., Ltd. as the Solicitation Agent (“Solicitation Agent”) is organizing the International Solicitation of Night Scene Improvement Design Schemes for the Core Area of Qianjiang New City. All Applicants who are interested in this Project are wellcomed to participate the prequalificaiton process. Through open prequalification, 5 applicants (“Shortlisted Applicants”) will be selected to enter the following Solicitation Stage.

1 征集背景 Project Background

杭州钱江新城是杭州市委、市政府实施“沿江开发、跨江发展”的重大战略，是杭州从“西湖时代”迈向“钱塘江时代”的“桥头堡”。该区域建成投用后，日渐成为城市新中心、中央商务区。2013年，钱江新城景观照明和主题灯光秀实施整体规划，并分期开展建设工作。2016年，G20峰会期间城市阳台夜景灯光秀（含建筑媒体立面灯光秀、灯光喷泉秀、互动光影秀）闪亮登场。以46幢楼的灯光图景诠释水秀灵动的杭州诗情、解构数字第一城的强势进展，成为了城市“金名片”。2016年后，新城管委会接续发力，全力投入景观照明提升及完善工作，创新性探索实践互动光影秀、灯光秀媒体立面完善等工作，多举措打造城市著名打卡地。杭州亚运会期间，钱江新城景观照明及灯光秀再度实现提档升级，与奥体博览城“一江两岸、双璧辉映”，向全亚洲乃至全世界展现了杭州城市新面貌、新发展。

Hangzhou Qianjiang New City is a significant strategy implementation of "development along the river, expansion across the river" by the Hangzhou Municipal Committee and Municipal Government. It serves as the "bridgehead" for Hangzhou’s transition from the "West Lake Era" to the "Qiantang River Era". After its completion and commissioning, Qianjiang New City has gradually become the new urban center and CBD. In 2013, an overall plan was implemented for the landscape lighting and thematic light show in Qianjiang New City, with construction carried out in stages. During the G20 summit in 2016, the City Balcony Night Scene Light Show (including the Media Facade Light Show, Fountain Light Show, and Interactive Light and Shadow Show) made a stunning debut. With the illuminated scenes of 46 buildings interpreting the dynamic beauty of Hangzhou and showcasing the rapid progress of the city as a leading digital hub, it became the city's "golden business card". Since 2016, the New City Management Committee has continued to exert efforts, fully investing in the enhancement and improvement of landscape lighting, innovatively exploring the interactive light and shadow shows, improving media facades for light shows, and taking various measures to create a famous tourist destination in the city. During the Hangzhou Asian Games, the landscape lighting and light show of Qianjiang New City underwent another upgrade, shining in harmony with the Olympic Sports Expo City, showcasing the new appearance and development of Hangzhou to Asia and the world.

现今，以人工智能为引领的元宇宙、AR、VR等新技术在全世界范围内掀起了科技发展新浪潮，重新解构了城市建设、数字媒体等领域的多元表达路径。以科技赋能文化展陈渐成风尚。后亚运时代，杭州向世界一流的社会主义现代化国际大都市的目标阔步迈进。基于此，钱江新城管委会展开了一系列思考和探索，如何围绕新科技赋能灯光秀这一主题，以全球最佳方案丰富拓展区域功能，讲好杭城故事，点亮城市形象，进一步擦亮核心区国际化展示窗口。

Nowadays, new technologies such as the metaverse, AR, and VR, led by artificial intelligence, have sparked a new wave of technological development worldwide, reshaping the diverse expression paths in fields like urban construction and digital media. Empowering cultural exhibitions with technology has gradually become a trend. In the post Asian Games Era, Hangzhou strides confidently towards its goal of becoming a world-class modern, socialist and international metropolis. Building upon this, the Qianjiang New City Management Committee has initiated a series of reflections and explorations on how to leverage new technology to empower light shows. This involves enriching and expanding regional functions with the best global solutions, telling the story of Hangzhou, illuminating the city’s image, and further enhancing the international showcase window of the core area.

本次方案国际征集，以“科技、未来、文化、活力”为品牌定位，通过科技赋能灯光秀的技术手段，集聚全球著名城市景观照明和灯光秀的新理念、新思路、新做法。面向全球一流设计团队集思广益、广征方案，力争使钱江新城核心区“夜景观”全面迭代升级。围绕“文化赋能、科技时尚、商务文旅”等，打造高品质灯光秀、高水平活动秀、高水准文化秀，推动钱江新城从CBD（中央商务区）到CAZ（中央活动区）的品牌升级。

In this international solicitation, the brand positioning is set as "technology, future, culture, vitality". Through technological empowerment of light shows, it aims to gather new concepts, ideas, and practices of renowned urban landscape lighting and light shows worldwide. This solicitation seeks contributions from leading design teams globally to upgrade the "night scene" of the core area of Qianjiang New City. Focusing on "cultural empowerment, technological trends, business tourism", it aims to create high-quality light shows, top-tier event shows, and first-level cultural shows, propelling the brand upgrade of Qianjiang New City from CBD (Central Business District) to CAZ (Central Activity Zone).

2 征集范围、内容和成果要求Scope, Content, and Deliverables for Solicitation

2.1 征集范围：以新城核心区公共空间（T型开放空间，市民中心至城市阳台中轴线，钱江三桥至庆春隧道江堤一线）为主轴线，辅以市民公园、森林公园、世纪花园，总面积约88万平方米。

Scope of Solicitation: The main axis is the public space in the core area of the new city (T-shaped open space, from the citizen center to the central axis of the city balcony, and from the Qianjiang Third Bridge to the riverbank of the Qingchun Tunnel), supplemented by citizen parks, forest parks, and century gardens, with a total area of approximately 880000 square meters.

2.2 征集内容：充分利用现有设备和景观资源，进行灯光概念方案设计、景观概念方案设计及相对应场所的初步业态策划。

Content of Solicitation: Fully utilize existing equipment and landscape resources to carry out lighting concept scheme design, landscape concept scheme design, and preliminary business format planning for corresponding locations.

2.3 成果要求：包括不限于A3文本及多媒体演示等。其中文本内容暂定为：方案设计说明、相关设计图纸、灯光控制要求、能耗分析及投资估算、分步实施计划（三年期和五年期）；多媒体演示时长暂定不少于5分钟（需配中文解说），其中三维动画时长暂定不少于1分钟。

Requirement of Deliverables: These include but are not limited to A3 documents and multimedia presentation. The textual content is tentatively set as follows: scheme design explanation, relevant design drawings, lighting control requirements, energy consumption analysis and investment estimation, and phased implementation plans (three-year and five-year plans). The multimedia presentation shall last no less than 5 minutes (with Chinese commentary required), including a 3D animation segment of no less than 1 minute.

本次方案征集的具体要求和条件以征集人、征集代理与入围应征人签署的《方案征集合同》为准，其中的技术要求以《钱江新城核心区夜景提升设计方案国际征集设计任务书》（《设计任务书》）为准。《方案征集合同》和《设计任务书》仅提供给入围的应征人。

The specific requirements and conditions for this scheme solicitation shall be subject to the "Solicitation Contract" signed by the Solicitor, Solicitation Agent and the Shortlisted Applicants The technical requirements shall be subject to the "Design Program Book". The Solicitation Contract and Design Program Book are only provided to the Shortlisted Applicants.

3 合格申请人资格条件 Requirements of Eligible Applicants

3.1 申请人须具有独立承担民事责任的能力，不接受自然人参与应征。

An Applicant must have the ability to bear civil liability independently, and the participation of natural person is not accepted.

3.2 申请人须在其所在国家或地区合法注册，具有承担本次征集内容相应的设计或设计咨询的业务范围及能力。

An Applicant must be legally registered in their country or region and have the business scope and ability to undertake the design or design consulting corresponding to the content of this solicitation.

3.3 申请人须至少具有1个与本次征集项目在规模和内容上相类似的夜景灯光设计项目业绩。

An Applicant must have at least one night scene lighting design project that is similar in scale and content to this solicitation project.

3.4 本项目接受联合体。联合体成员数量不得超过3家。联合体应由景观照明的设计公司作为牵头单位。联合体的所有成员均须满足本公告第3.1条和第3.2条的要求，联合体综合业绩满足本公告第3.3条的要求即可。联合体的组成以提交的资格预审《申请文件》为准。联合体各方不得再以自己名义单独参与本次征集，也不得同时加入参与本次征集的其他联合体，否则，相关《申请文件》均被否决。

The Consortium is accepted in this Project. The number of members of the Consortium shall not exceed three. The leading member of the consortium shall be the lighting designer. All members of the consortium must meet the requirements of Article 3.1 and Article 3.2 of this Announcement, and the comprehensive performance of the Consortium must meet the project experience requirements of Article 3.3. The composition of the consortium shall be based on the Application Document submitted. Each member to the Consortium shall not participate in this Solicitation alone in their own name, nor shall they join other Consortia participating in this Solicitation at the same time. Otherwise, the relevant Application Document shall be rejected.

4 《资格预审文件》的获取 Acquisition of Prequalification Document

4.1 凡有意参加本次方案征集活动的潜在申请人，请于2024年5月17日16:00时至2024年5月26日16:00时（北京时间，下同），在上海国际招标有限公司网站（www.shabidding.com，下同）在线领取《资格预审文件》。

All potential Applicants who are interested in participating in this Project can download the Prequalification Document through SITC Website (www.shabidding.com) from 16:00 May 17, 2024 to 16:00 May 26, 2024 (Beijing Time, same hereinafter).

4.2 申请人首次使用上海国际招标有限公司网站需完成注册程序。已注册的申请人可使用已获取的供应商登录名和密码登录并从网站采购公告栏的相应公告中进入，点击右上角“领购”按钮下载《资格预审文件》。征集代理不接受没有在上海国际招标有限公司网站上注册和没有《资格预审文件》下载记录的申请人提交的《申请文件》。如申请人为联合体，无需在《资格预审文件》的获取阶段明确联合体组成。联合体组成以提交的资格预审《申请文件》为准。

Applicants who have never used SITC Website before shall finish the registration process first. Registered Applicants can download the Prequalification Document by clicking the “purchase” button in the corresponding announcement webpage on the purchase bulletin board of SITC Website after logging in. SITC will not accept the Application Documents submitted by the Applicants who have not registered on SITC Website or who have no download records of the Prequalification Document on SITC Website. There is no need to clarify the composition of the Consortium at the stage of Prequalification Document Acquisition. The composition of the Consortium shall be specified in its submitted Application Document.

4.3 申请人成功领取《资格预审文件》并不意味着其资格条件符合要求。申请人是否符合本公告第3条“合格申请人资格条件”由资格预审评审委员会判定。

An Applicant's successful acquisition of the Prequalification Document does not mean that it is eligible for this Project. Whether an Applicant meets the requirements of Article 3 in this Announcement is determined by the Prequalification Jury.

5 资格预审申请文件的提交 Submission of Application Document

5.1 资格预审《申请文件》应以电子文件和纸质文件的形式提交。提交截止时间为2024年5月27日11:00时，提交的时间以电子文件上传成功的时间为准。除了在截止时间前成功上传的《申请文件》外，未在截止时间前上传或以其他形式提交的《申请文件》一律不被受理。

The Application Document shall be submitted in Electronic Documents as well as Paper Documents. The submission deadline of Application Document is 11:00 May 27, 2024. The submission time of every Applicant is subject to the time when its Electronic Documents are successfully submitted. Any late submission or submission in any other form will not be accepted.

5.2 电子文件包括全套正本《申请文件》的PDF扫描件和PPT文件。申请人应在上海国际招标有限公司网站本项目的领购页面下，点击“投标文件”按钮后上传资格预审《申请文件》的电子文件（以rar.或zip.形式压缩后上传，请注意无需加密）。

The Electronic Documents shall include the scanned copy in PDF of the full set of the original Application Document and the required PPT file. Applicants shall submit Electronic Documents by clicking the “tender document” button on the this Project’s webpage and uploading via on SITC website. (Please do not encrypt the uploaded compressed file in rar. or zip. form.)

5.3 申请人应将纸质《申请文件》正本1套，以专人送达或邮寄形式送达征集代理联系人。

The applicant shall submit one printed copy of the original Applicant Document by personal delivery or mailing to the contact person of the Solicitation Agent.

5.4 申请人应当确保其提交的资格预审《申请文件》的电子文件和纸质文件内容一致。当资格预审《申请文件》的电子文件与纸质文件内容不一致时，以电子文件为准。

Applicants shall ensure that the contents of their Electronic and Printed Application Document submitted are consistent. In the event of any discrepancy between the Electronic Documents and the Paper Documents, the Electronic Documents shall prevail.

6 入围方式 Prequalification

6.1 申请人提交了资格预审《申请文件》后，资格预审评审委员会将对申请人进行综合评审和比较，选择5名申请人作为入围的应征人和2名申请人作为备选应征人。当正式入围的应征人无法参加征集时，征集人可根据备选应征人的排名，依次选择备选应征人增补。征集人保留不增补的权利。

After the applicant submits the application documents, the prequalification review committee will conduct a comprehensive evaluation and comparison of the applicants, selecting 5 applicants as Shortlisted Applicants and 2 applicants as alternative candidates. When formally Shortlisted Applicants are unable to participate in the solicitation, the Solicitor can select alternative candidates to supplement based on their ranking. The Solicitor reserves the right not to supplement.

6.2 如申请人数量正好为5名，资格预审评审委员会将对申请人的身份和资质、综合实力、主创设计师的资历、设计团队的人员配置等进行是否符合项目要求的判定。如判定符合项目要求，5名申请人直接入围；如判定符合要求的申请人不足5名，征集人保留重新组织资格预审的权利。如申请人少于5名，征集人同样保留重新组织资格预审的权利。

If there are exactly 5 Applicants, the Prequalification Jury will determine whether these Applicants meet the requirements of this Project by reviewing their identity and qualification, comprehensive ability, the qualifications of the chief designers, and the staffing of the design teams, etc. If it is determined that all 5 Applicants have met the requirements, all 5 applicants will be directly shortlisted; if less than 5 Applicants are determined to have met the requirements, the Solicitor reserves the right to reorganize the Prequalification. If there are fewer than 5 Applicants, the Solicitor also reserves the right to reorganize the Prequalification.

7 方案征集费 Scheme Solicitation Fee

7.1 应征方案经方案评审委员会评审符合《设计任务书》要求的，并被征集人确定为第一名方案（中选方案）的应征人将获得方案征集费人民币100万元和方案整合深化费人民币50万元；第二名将获得方案征集费人民币70万元；其余应征人将分别获得方案征集费人民币40万元。

The Shortlisted Applicant who meet the requirements of the Design Program Book after being reviewed by the Scheme Review Committee and is determined as the first selected scheme (winning scheme) by the Solicitor will receive a scheme solicitation fee of RMB 1 million and a scheme integration deepening fee of RMB 500000. The second place winner will receive a solicitation fee of RMB 700000. The remaining Shortlisted Applicants will each receive a solicitation fee of RMB 400000.

7.2 如经方案评审委员会评定，应征人的方案没有达到《设计任务书》要求的，应由方案评审委员会单独出具书面意见且有半数以上评委签字，具体阐明不符合要求的设计内容以及扣款标准，征集人将根据该书面意见扣减直至不支付该应征人的方案征集费。

If the Scheme Review Committee of the Scheme Review Meeting makes the decision that any Applicant’s deliverables of this Project failed to meet the requirements set in the Design Program Book, the Scheme Review Committee shall provide a written opinion with the signature of more than half of the committee to specify the unqualified contents and the deduction standard. The Solicitor is entitled to deduct a portion or all amount of the Applicant’s Scheme Solicitation Fee according to this opinion.

7.3 上述7.1条规定的方案征集费和方案整合深化费全部为含税价。

The solicitation fee and the scheme integration deepening fee for the schemes stipulated in Article 7.1 above are all inclusive of tax.

10 知识产权 Intellectual Property Rights

申请人提交资格预审《申请文件》即视为接受以下知识产权条款。

Once submitting the Application Document, Applicants shall be deemed to have accepted the following terms of the intellectual property rights.

10.1 应征人承诺其拥有其提供服务时编制的所有图纸、说明、电子文档和其它相关文件（以下总称“成果文件”）的合法权利和知识产权。

The Shortlisted Applicant shall guarantee that it has the legal rights and intellectual property rights of all drawings, descriptions, electronic files and other relevant documents (hereinafter referred to as "Deliverables") prepared when it provides services.

10.2 应征人为本项目编制的成果文件系专用于本项目，各方均不得超过此范围使用。

The Deliverables prepared by the Shortlisted Applicant are exclusively for this Project and shall not be used by any party beyond this scope.

10.3 所有由应征人编制的成果文件，其署名权归应征人所有。征集人在付清了本公告第7条定义的方案征集费和方案整合深化费后，获得所有成果文件的使用权（包括但不限于对成果文件进行修改，以及复制、发行、展览、放映、信息网络传播、改编、汇编等相关著作财产权）。

All its Deliverables prepared by the Shortlisted Applicant shall have the right of signature owned by the applicant. After paying the scheme solicitation fee and scheme integration deepening fee defined in Article 7 of this announcement, the Solicitor shall obtain the right to use all Deliverables (including but not limited to modifying the design documents, as well as related copyright rights such as copying, distribution, exhibition, screening, information network dissemination, adaptation, compilation, etc.)

10.4 应征人应保证提交的成果文件在中国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）或专有技术或商业秘密。应征人应保证，如其成果文件使用或包含任何其他人的知识产权或专有技术或商业秘密，应征人已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部法律责任应由应征人承担。

The Shortlisted Applicant shall ensure that its Deliverables does not and will not infringe the intellectual property rights (including but not limited to copyright and patent right) or proprietary technology or trade secrets of any other person within or outside China. The Shortlisted Applicant shall guarantee that if its Deliverables uses or contains the intellectual property rights, proprietary technology or trade secrets of any other person, the Shortlisted Applicant has obtained the legal, effective and sufficient authorization of the owner. The Shortlisted Applicant shall be liable for all legal responsibilities arising from its infringement of others' intellectual property rights, proprietary technology or trade secrets.

11 其他 Others

11.1 资格预审文件使用中文和英文书写。当中、英文两种语言的意思表达不一致时，以中文为准。

The Prequalification Document is written both in Chinese and English. In case of inconsistency between Chinese and English, Chinese shall prevail.

11.2 凡参加本次资格预审的申请人均被视为同意并接受《资格预审文件》的全部内容及条款。

All Applicants participating in this prequalification are deemed to agree and accept all the contents and terms of the Prequalification Document.

11.3 申请人在资格预审《申请文件》中所列出的主创设计师须亲自开展本项目的设计工作，须参加项目启动会与现场踏勘，须进行成果方案汇报。因此，请所列出的主创设计师根据征集活动时间安排提前预留时间、做好准备。如因旅行限制原因，例如全球或区域流行病疫情等，主创设计师确实无法赴现场参会的，须在资格预审《申请文件》中进行说明，并承诺将通过视频或电话会议的方式参会。所述情况将在资格预审评审时予以综合考虑。

The chief designer listed in the Application Document must carry out the design work, attend the Kick-off Meeting, participate in Site Visit and present the Deliverables IN PERSON. Therefore, please make well preparation in advance according to the Schedule of Solicitation. If the chief designer is indeed unable to attend the meetings on site in the event of travel restrictions such as global or regional epidemics, he or she should make an explanation in the Application Document and promise to attend meetings by video or telephone. It will be taken into consideration by the Prequalification Jury.

11.4 本次征集活动及相关文件的最终解释权归征集人。

The Solicitor reserves the right of final interpretation of this Project and related documents.
